Sir,

I have the honour to report the following

particulars regarding an application for a permit to carry on an agency on behalf of Messrs. Joseph Wild and Company of New York, and also to do independent business, by Mr. J. Manners, who was

until recently a member of the local staff of Messrs. Siemssen and Company, a German Firm possessing a branch in Hongkong, and of my

decision to grant the application.

Mr. Manners, who is an Englishman by birth, desired to carry on the Hongkong Agency of Messrs. Joseph Wild and Company of New York, whose Agents were formerly Messrs. Siema sen and Company, and also to engage as an independent firm in a general import, export and commission business. I enclose copy of a letter addressed to the Attorney-General by his legal representa-

-tives on the subject.

There seemed to be no objection to Mr. Manners

taking up the Agency of Messrs. Joseph Wild and Company and after carefully considering his application to do independent business I came to the conclusion in which the Attorney-General, who at my request had an interview with Mr. Manners the result of which was
